		<description>In India CR has several botle-necks despite Art 14 of the Constitution provides for Freedom of Expression.  The application procedure for a CR is to complicated.  Even for NGOs wih 3 year track record it is too difficult to get through the hurdles.</description>

		<description>Community Radio will change the society.We are working in a bigger structure but at the local level or at the grass root level only community radio can do the things which air couldnt.Its only the starting many many miles are ahead to go with CR .</description>

This incongruence between aiming to spread community radio among the masses, and then setting eligibility criteria that restrict the eligibility to certain plausible sections like non profits, educational institutions is symptomatic of a Public Policy rooted in the license raj era. A change in this mindset is necessary.
